Master Browser problem, Server 2003 and XP Workstations

Running a Windows 2003 Server Standard Edition SP1 on a domain network with a
couple hunderd XP Pro workstation.

The problems that the XP workstations (often times it seems like laptops)
are winning the election to become Master Browser. This causes a problem
because it messes up browsing within the network. (It forces you to use to
type UNC paths, instead of browsing through a list). (Along with other
problems)

What do I do to correct this issue. There is KB article 843517, which
describes this issue, but it was supposed to be resolved with SP1, and they
won't issue the hotfix to me because I already have SP1.

Windows 2003 server is running Exchange 2003 and acting as a DNS and WINS
server as well.

I hope someone out there has an answer.

I would use group policy to stop and disable the Computer Browser service on
all the clients. They don't need it. Even if WINS is running properly (which
should take care of this problem) I tend to do this.

You might have notice, accidently double posted this after got kicked out
when trying to do it the first time.

MORE INFO that didn't get on first post:::

I run browstat from my server to see the list of transports currently bound
the browser, it doesn't list any, I figured it should.

I verified that computer browser service was started on my server, it was.

I looked in the registry on my server to key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\Browser\Parameters

I verified that IsDomainMaster is set to TRUE, MaintainServerList is YES,
and the ServiceDll points to %systemroot%\system32\browser.dll and I check to
verify that file was there.
