Master Browser Error Message in System Event Log

Hi,

Going through the System event log on our PDC I came across this error
message:

"The master browser has received a server announcement from the
computer LAPTOP1 that believes that it is the master browser for the
domain on transport NetBT_Tcpip_{1257BA13-16A3-4950-8AEC. The master
browser is stopping or an election is being forced."

Can anyone tell me why the laptop would be attempting to be the Master
Browser for the domain and how I stop it from doing so.

The user experiences random loss of network shares and I was wondering
if this could be responsilbe?

The master browser error as well as the random loss of shares
is a result of possible connectivity issues. All MS machines by
default will attempt to maintain the browse list. When a machine
cannot contact the subnet master browser (SMB) it will force an
election in attempt to become master browser. Each subnet will
have 1 SMB which is responsible for gathering the local list from
all machines on its subnet and passing it on to the domain master
browser (DMB) as well as passing back the merged list back to
clients which request the list. The DMB is always the PDC/PDC
emulator. Its job is to merge the domain wide list from all SMBs
as well as query WINS for all domain name 1b unique names to
obtain lists from other domains in order to add to the list. How
frequently are the errors occurring? I believe an incorrect subnet
mask on the client could also cause this error.
