My 98 se clients cannot map to a windows server 2003 DC. I can get there if
I specify \\10.3.1.x\share but not by \\server\share. They can however map to
the other 2003 domain controllers...

dns ok?
can the 98 client ping that dc by hostname?

You have a name resolution issue. Win98 really uses Wins. You need a Wins
server but this may also indicate your DNS server is not configured correctly
or the Win98 clients are pointing to the ISP's dns servers and not your MS
DNS server.

Besides WINs and DNS configuration as mentioned above, ensure that the
server name and share do not exceed Windows 98 character lenghts.
