Add a user to the server with the same username and password used to log
into the Win 98 computer. Grant this user permission to use the shared
folder.

The guest account is disabled on the server so you need to create a local account for Windows 98, check following KB:

Because windows 98 does not have all the security features of windows nt,
there is a lack of compatibility with file sharing and permissions.

Windows 98 has the ability only to prompt you for a password to access the
files on the 2003 server. The username is typed in when you logon. Windows
nt will prompt you for a username and a password.

To get around this problem, set up a user account on the server with the
same username as the one you log into windows 98 with. Then make sure this
user has permission to access the files.
