We have about 7,000 users in our single site domain (University setting) and
we are moving to two domain controllers. We are going to be running Windows
2003 Server on our DCs. What I would like to know is if two domain
controllers is enough for 7,000 users? If you know of any white papers that
would be helpful too. Thanks for any help.

How many users per domain controller depends on a lot of factors, but two
domain controllers for 7000 users should be plenty. If you have separate
sites, you may want to add a DC for each site, but if it is a single site,
you should be good.
