mandatory profile problem

I have setup a mandatory profile for all students.
The students belong to an ou with strict lockdown policies.
On a local machine I logon as administrator and install apps for the
students to use.
I then logoff and logon as a studentsetup so that I can set the desktop
icons etc.
I logoff of studentsetup.
I logon as administrator and go to the user profiles.
If I click on the studentsetup profile it will not give me the copy to
function.

Why?
