You can configure the Web Content Zones in Internet Explorer to no allow downloads.
Now while that will for Internet Explorer the user may be able to change the settings
unless you use Group Policy to not allow users to change IE control panel settings.
The is very difficult to do on Windows ME as it is not subject to Group Policies and
in general not an operating system to use when security is a concern. To find the
pertinent Group Policy settings look under user configuration for Internet Explorer
policies.
XP Pro is by far the best to lock down a user. You could implement Software
Restriction Policies on the XP Pro computers to allow users to run only authorized
applications. That with restricting downloads in the internet Web Content Zone would
stop a user from downloading from the internet. SRP are described in the link below.
You can mange XP Group Policy settings from a Windows 2000 domain by editing Group
Policy from an XP Pro domain computer.

If you have a firewall that can also restrict outbound traffic to only authorized
ports/protocols/IP addresses, that can help prevent users from downloading with
unauthorized applications and from unauthorized sites. --- Steve
