Make system issue Router Discovery Sollicitation ICMP and RIP announces

Hello,

is there a command or utility (or procedure to reach the effect) to make
system issue router sollicitation? I have enabled router discovery in the
registry and the interval is too undeterministic to be presented in
training.
The same problem with RIP announcement.
