How to make the linked led lit in a constant rate on hub?

I don't know which port is connected to. how to get the linked
port led of the hub lit in a rate?

It depends on your hub. Many hubs have 2 LEDs for each port. One LED
indicates an established link (sometimes the color of the LED also
indicates the link-speed), the other one indicates link activity.
In this case the activity-LED will be lit periodically.

There are also several hubs on the market, which have only 1 LED.
E.g.: I've got an 3Com-Hub here. The only LED for each port is lit
when a link is established and begins to flicker, when there is
activity on the port.

Invoking the ping starts periodical activity with an intervall of
about 1 sec.
It depends on your Hub, how this is indicated by the LED.
Just try it out and see what happens...
