Ok, fixed my own issue.
Found out that another admin had disabled the default domain group
policy object, thinking that it didn't do anything. Apparently, that
GPO was where the settings were set to disable always encrypting
communitcations (which is a known fix for the issue).
So, sorry to microsoft. This wasn't them, it was on my end.
Hope that this info helps someone else out.
