Is the MAC for the line or the person?

Specifically, if the girlfriend gets a MAC from the ISP in her name, can I
use that MAC and signup to an ISP in my name?

Its for the line.....
So yes you can sign up in your name.

I've had no problems with different names on the BT bill for the line,
and the ISP bill for the ADSL.

My recollection is that I did need to have some details from the BT bill
when I signed up, but I could be wrong on that. Have them ready, just in
case.
