MAC Address Filtering & Bandwidth Limiting based on MAC Address

I am setting up a wireless network and i want to be able to hand out ip
addresses only to accepted mac addresses and limit the bandwidth based
on mac addresses. so some macs will get 768k of bandwidth and others
could get up to 1.5mbps. is that possible and how do i do it?
