Losing AppleTalk services when rebooting Win2000

I have a Dell 1600SC Win2000 Server runing HQRip6.2. I
can get the HQRip to publish Appletalk every once in a
while so that Mac's can see my Win2000, but when I reboot
the Win2000 Server, the Mac's can no longer see my
server. It seems that if I change the NIC card's settings
or change the permissions or some other settings within
the Server, I can publish and the Mac's can see me. But
again, if I reboot, we loose the appletalk connection
under the chooser on the Mac.

I need of some help.
