I lose network connection when IP address changes

I've networked a PC with Windows XP and a Mac running OSX 10.5.8 Leopard. The PC will recognize the Mac, but I've struck out attempting to get the Mac to find the PC.

But that's another story! First I'd like to resolve the problem of changing IP addresses that cause the PC to lose its connection with the Mac.

My IP address changes frequently (two or three times a day) due to ISP security measures. But I'm thinking this is a common issue, and someone must have devised a way to maintain the network connection when that happens.

How do I keep the network connection active when my IP address changes?
