OK, basically I do a bit of torrent downloading and I want an ISP who lets
me do this at reasonable speed.
Can anyone recommend an ISP that fits the bill? I want to spend around 15
quid a month, no more than 18 quid.
I am quite prepared to download overnight if needed.

TIA
Steevie

Forget it. There arn't any good ones left. They all throttle torrent
downloads very badly these days. Best bet, forget torrenting IMO.

Zen don't do any throttling at all up to your download limit but are not
cheap.

I'm still with Pipex/Tiscali/Talk Talk or whatever they're calling
themselves these days. I get no throttling with torrents.

Look into using newsgroups - you can buy a "block" of data from many
of them, which might give you 100Gb of data traffic for ~£12 - you
simply using an .nzb search engine then to find what you want, and
you'll get it at the highest speed your line can handle :-)

If you use a program like Grabit, you can do a limited number of free
searches a day (otherwise it costs), but it'll handle the NZB
downloads for you.

I think ISPs come in various flavours, some that I know of are:

a) No limits, but if you go over a "fair" amount they'll put you on a
"high usage" connection (which means basically more people sharing the
same bandwidth).

b) Limits, with charges per GB if you go over.

c) Limits, with automatic movement to higher rate plans if you go over.

d) Limits with no access until the next billing period when you reach
the cap.

I chose an ISP of type (a) on the basis that I don't want the extra
charges or usage cap, and will accept the higher contention if I exceed
my allowance (rolling 45 GB / 30 days).

Once you've worked out what type of plan you want, you can then start
looking for ISPs who have that sort of plan available.

If you're only doing occasional torrenting, you probably won't be
affected much by any bandwidth throttling anyway. If you're doing heavy
torrenting, bandwidth limits and what happens when you reach / exceed
them will be more important than throttling, especially if you have a
limited / fixed budget and don't want to be hit with excess bandwidth
charges or find you've been moved to a higher bandwidth (and more
expensive) tariff.

virgin do throttle your entire connection if you break their FUP

however its not commonly known that virgin are actually relatively
friendly to heavy downloaders, you can pretty much download as much as
you like over night.

they also have a newsserver, its not the best, they claim 180 day
retention but i usually have trouble getting anything more than a week
old. but for new stuff its pretty good considering its a freebie.

No throttling, traffic management or caps on my BE Unlimited connection for
£17:88 a month

Downside is you have to be on a BE enabled exchanged

http://www.samknows.com

Same goes for O2 LLU as they use BE's network infrastructure

Would also highly recommend Xilo LLU (C&W)
