Looking for an inexpensive app that monitors average ping response times

We currently have an application that monitors our various servers at remote
locations but we're looking for a replacement application that would
continuously monitor the ping response time to our remote locations and send
us an email alert once the average response time went above a set threshold
(ie: 200ms).

Have you checked out serversalive ?

Yes, this is similar to the product we have in place now (IPMonitor). The
ping tests only alert you if there are no ping responses. You can't define a
monitor based alert based on the ms response time.
