The only free/open source CMF which I have worked with much is
Zope/Plone. I think it _may_ be suitable for your needs, but can't be
certain. Worth checking out.
Not being familiar with Hebrew I can't judge the level of support
available. but you can go to these pages and check it out. Also, the

Item 2 might require some "customization" -- ie., you probably don't
want to place a 15MB file(s) in the main site database if it is to be
edited. This can be done readily enough but doesn't provide a full,
out-of-the-box, plug-n-play approach if that is what you need.
In fact, if that _is_ what you're looking for, Zope/Plone may not be
what you want. It includes a _lot_ of built-in functionality, but
almost always requires some hands-on effort to customize to specific
needs. Otherwise, I can recommend it for serious consideration.
