Long time logging in

I have a windows 2000 domain controller with about 20 computers connecting
to it. There is one computer that takes 18 minutes to finish authenticating
and logging in. It basically stops at the "loading your personal settings"
window. Also, from what I can tell, network traffic completely stops during
this time as I can't ping it until it finishes logging in (after the 18
minutes). I swapped out the network card with a new one and it still has the
same problem. What might be causing this?

This problematic computer has some issues with obtaining group policy.
Inspect event log to find out what causes problem.
