What you are trying to accomplish?
You could set up a wireless connection between the two houses over RF,
microwave, laser, or some other technology, but at what expense?
At the low end of the spectrum you could use modems and have one PC call
another to establish a simple data link between the two. Not the
fastest, but might be adequate depending upon your needs. It seems
everyone has cell phones today, so there is no need to have a second
phone line.
If you both subscribed to the same cable or DSL service, all you need to
know to set up a VPN connection between the two houses is the IP address
of a server at one end to host a VPN connection between the two. Many
people such as myself use VPN over cable or DSL to work from home, so
VPN in itself is permitted. Since you are linking two houses together
and not hosting a website for the whole world I think you could get away
with it as long as you are not trying to stream MP3 or video. Your ISP
is going to be watching your total data traffic per month. As long as
you don't go over their threshold you'll be OK.
