This isn't really an issue - only a fairly small proportion of people
can even get the most out of Max ADSL.

Now, this is BTs fault.
They changed the way connections are metered.
So, an ISP basically had to choose between not offering any budget
connections at all - maybe 5-10 quid dearer, and paying BT over 50p/gig
for data transferr.
