Logon to Secondary Server

I have two Windows 2000 Domain Controllers for logging
onto my domain. However, if one server goes down, I am
unable to logon to the domain on the secondary server.
What has to be done to enable logons to the backup server??

Does a SRV record exist under _msdcs for the replica DC?
