Wondering if your users would like that or if you have the
permissions to do so? Anyway you should inform them about what
you are doing, depending on the country you come from there might
be laws regulating this.
It's unclear what you mean with where users are going? Presuming
www access, setup a proxy (
www.squid-cache.org - comes with most
distro) and force using it.
