hi,
please tell me if something knows how to lock up win 98 -
95 mashines so that people may work but NOT install or
change installed programs?

I don't think you can achieve this on Win9x machines,
since they have no security features worth mentioning.
The problem is often solved by taking an image snapshot
of the final installation, using DriveImage or Ghost. Once
every week, the image is restored. The process can be
automated.
