Locked on End User License Screen

I am trying to install the critical update available for
the MN-700 on my windows XP SP2 pc. I shut off my norton
anti-virus software and firewall software and have
logged out of the Microsoft Broadband network utility.
The update downloads and displays the End User License
Screen but there is no data loaded into the window and
the Next button is not active to be selected. I cannot
get passed this step to install the update.
Help Please!
