Will local pc hanged when PDC's CPU utilization reaches maximum?

Hi,

I have users experiencing slow pc performance at time and I monitored CPU
utilization for PDC during that hour where users were experiencing slow pc
performance and found that CPU utilization for PDC reached 100% and remained
for quite some time. Will that affect users' local pc? Any other
possibility? When users unplug network cable, then their local pc
performance will be back to normal. Any suggestion?
