Honestly, your best bet is to get a router or firewall appliance with dual
WAN interfaces that can handle dead link detection & failover. Even if you
can do this in Windows, you'd need to get a separate server to do it. Check
out SonicWALL units; the enhanced OS can do this. They aren't that
expensive.
