loadbalancing btwn 2 wan

Hello,
nice one case I want to solve:

Here is what I have:
Server2003 (192.168.123.3)
NIC1-192.168.123.3 and NIC2 - 192.168.123.4
2 internet access FAI1 (ADSL 192.168.123.1) and FAI2 (Cable 192,168,123,254)

100/1000 a switch to connect everyone.

I found routers with multiple WAN management function
loadbalancing etc. ..
is perfect and that's what I want.
but ...
At first, I would rather to find a solution
similar (and cheapest possible) but software, ie: either by
the correct settings (it may be possible with the basic Windows Server 2003)
either script or with soft on the market (notice the
chronology!)

Honestly, your best bet is to get a router or firewall appliance with dual
WAN interfaces that can handle dead link detection & failover. Even if you
can do this in Windows, you'd need to get a separate server to do it. Check
out SonicWALL units; the enhanced OS can do this. They aren't that
expensive.
