Load Balance For Internet Connection

Hi,

My office has two Internet connections: one is cable, the other one is DSL.
Right now we use two routers and have different IP configuration for each
desktop. We want to change the structure to make the administration work
simpler and want to use Routing and Remote Access service and MS ISA Server.

Are the following requirements feasible by just using Remote Access service
and MS ISA Server?
1. Is it possible to connect both cable and DSL to the same server and have
the workload automatically balanced?
2. Is it possible to restrict request from some workstations just go through
the chosen connection, i.e. Ken's desktop's request only goes through DSL.

I just need Yes/No answers and do not need details (Very welcome anyway).
