I have a situation where I need to force a certain IP address through
a web application every day and only once per day. To ensure this web
application's data collection is completed daily before any other
external internet surfing can be done. I wouldn't want to close
established connections, only prohibit new connections and redirect
browsers to the webapp. I think this is currently being done with
hotel internet connection software and wifi hotspot software, but I
have only found commercial software for this, but I would think it
could be easily done with Linux.

Any suggestions from anyone where to start with this?

Have you tried using squid HTTP Proxy ?
