Uh, it is #16 on the list, marked as "working". There is not a driver
for each individual modem on the list. There is a single driver that
works with all PCTel modems that are marked as "working". Well, at
least that's the theory, I don't have a PCTel modem so I can't verify.
If you go to the "unofficial drivers" link at the top level of the site,
you find a link to pctel-0.9.7-9.tar.gz, which is the driver you seek:

The *best* would be a controller-based modem. Those do not need special
drivers and work under any OS. They are back in vogue now because of
the various issues with controllerless modems (such as you need new
drivers for every new release of Windows).
