Linux login hangs

I have trouble periodically logging in to our web server, because the
login hangs. Apache appears to be up and running okay, but any request
to run cgi scripts hangs. Trying to log in to the web-based Ensim
interface also hangs. If I look at the /var/log/messages, I also
notice that the regular cron job messages have stopped.

Any ideas about what would cause this? Is there a way to figure this
out post-mortem?
