linux api's to generate ethernet packets

Hi Everybody,
are there system calls to generate ethernet
packets in linux? I need to generate the ethernet packets and put
another layer on top of it before sending it via ethernet....is that
feasable? And what are the api's to send the packet through ethernet?

the kernel packetgenerator?
