Linksys wireless card only works in 1 of 2 slots

I'm running the Linksys Wireless-G Notebook Adapter, Wireless Network
Monitor v3.1, for the Linksys WPC54G card. The host system is Dell
Inspiron 8000, Windows 2000 Pro, S/P 4. It has two card slots
(stacked). The Linksys card works in the top slot. It registers
itself in the lower slot, and the Monitor says "No association with
access point". No access points show up on the Site Survey tab, and
the Refresh button is grayed out (not the case when the card is in the
top slot). Is the card slot hard coded during the installation of the
supporting software?
