Well let's review the evidence.
You can't get a decent signal to a PC 2ft away.
You can't get a signal 1 floor away with your brother's Mac.
Two out of two client radios can't get a decent connection.
Conclusion: Your unspecified model Linksys wireless router is busted.

No. 802.11g is faster, but the radio signal strength is about the
same as 802.11b. Mixed systems are a problem because 802.11g slows
down in the presence of 802.11b radios.

Hopefully, it will be. From what little information you've supplied,
methinks you have a broken router. More specifically, it's acting
like there was no antenna attached to the router. I've run into this
before, where a customer removed the "un-necessary mounting fingers"
and was wondering why the signal was so weak.
You might wanna test the laptop at a local hot spot to make sure it's
working correctly. From your description, it's difficult to tell.
However, if the laptop does work correctly and over a reasonable
distance, with a different access point or hot spot, then your problem
is most certainly your unspecified Linksys wireless router.

Many times. Rule of thumb is:
1. One wall or floor is usually no problem.
2. Two walls or floors are a crap shoot.
3. One wall or floor with foil backed insulation is impossible.
4. Three walls or floors, forget it.
