Link-local in SuSE 9.1?

I noticed in /etc/networks in SuSE 9.1, there's an entry for the link-local
address range: "link-local 169.254.0.0"

Does this mean that SuSE now supports link-local, as described at the
location listed below?

I can't find any info about it for IPv4 in SuSE and there's very little
mention of it for IPv6.
