When i got my broadband i was predicted a maximum of 4Mbps taking into
account my distance from the exchange and the length of the line(I am
with an LLU Provider). But i checked again today and the highest
predicted speed is 1Mbps. I dont understand why though. There was an BT
engeneer working on the street one day and it was not like there were
no users of Broadband at the time i subscribed, so why di they have the
wrong speed. Even though it says that i still get 3Mbps on average.
Just want to know why as it might affect the maximum speed that
providers give me if i ever change, which i probally will.

It will affect you whether you change providers or not as they all use the
same network (other than the cable co, Virgin).

As to why it may differ, could be an upgrade of imformation on the
guessomitors, could be the time of day or night to be precise, but the only
real way to find out how fast your sync is going to be is to suck it & see.
Yes even after 6 years there is still nothing in place which can be 100%
accurate, due to variables involved.

My line supports 6.5MB but I only get 4.7MB topside.

I read somewhere that the modems in the exchange adjust to the most
reliable speed, with the minimum number of errors. Running at 6.5 MB
(as it did the first time I went on) probably produced a lot of
errors.
