Limiting DHCP Addresses

Is there a way anyone knows with Windows 2003 DHCP to limit who can get an
IP address. I am looking for a way so if somoene comes into the office they
cannot just plug into the network and get an IP address

Reserve the addresses in the DHCP config. It's cumbersome though, because
you need to reserve by MAC address.
