Limiting bandwith

Hi all!

I'm currently sharing my internet connection trough the LAN.
We want to switch this to wireless and at the same time stop anyone from
hogging all the bandwith.

We have a T1 line and would like to say limit one user to 256/256Kbit and
another to 512/512 etc.
How do we approach this?
