Would it not be sensible to post the whole of ipconfig /all here?

(Right click in console, choose "Select All", then hit Enter and paste
into wherever)

Tried both these?
"netsh int ip reset" and "netsh winsock reset"

Yes, it turned out the problem was CrapAfee. Now it's gone and all working
as it should.
