limitated sending pakets per process?

Hello,
I have a c-programm which builds SYN-pakets by using libnet_build_tcp.
I expected to be able to create millions of pakets, but I only get
exactly 1000 pakets per second. If I start my syn-send-programm twice,
I get 2000 pakets per second. I am using linux 2.6 and
loopback-interface. Where can I turn off the 1000 pakets/process
limitation?
