How to limit user's bandwidth throttling?

Dear Gruop,

I want to record on the machine to manage user's network flow rate, but in
tried other functions,
in man page has looked, also accessed the net has looked for in the google
related document, how
couldn't try to stop the user using the networkor stops using the account
number.

Did not know also has other soft physical abilities the user liquid flow
recording, and stops the
user using the network?
