how to limit number of connections

Hello,

is there a tutorial on how to limit number of connections to the Internet? I
am using Mandrake 10.0 (kernel 2.4.25, iptables) with two ethernet
interfaces, eth0 with global address and eth1 with local. Computer works as
a gateway. Is there a way to limit a number of connections per user from
local network to the Internet?

Any help would be appreciated,
