How to limit bandwidth to simulate a slow link connection?

For testing purpose, I need to simulate a 40Mbps link connection between a
Windows Server 2003 and a bunch of Windows XP Clients.
I need to verify how some applications that relies on Windows File Sharing
(SMB directly hosted in TCP/IP) work in that restricted condition.
The basic idea is to limit the server bandwidth to 40Mbps, is there a
way/tool to simply achieve this?

Sorry for the double post guys.

I'm not sure if it would suit your purposes but VMWARE Workstation can
simulate custome network speeds across lan segments.
