AD network running across VPN ; any thoughts on how to limit background
chatter between the DC's ?

It doesn't have background chatter,..it is not an analog radio connection.
There is not going to be anything on the link that isn't supposed to be
there,...and what is there,...is supposed to be there. It all has a reason
why it is there.

Now on the other hand, if (I'm guessing) that you mean the normal
Replication processes that happen between the DCs,...then you are suposed to
be making use of the Active Directory Sites Object and having the DCs within
the Sites with one Site per physical location. The purpose of the Site
Object (combined with the Subnets Object) is to manage the interaction
between DCs over slow WAN links. Each site has to be a different Subnet for
it to work properly, and most of the time that is already true.
