large delay in sending tcp data

We are using microsoft windows 2003 enterprise edition (32 bit) which came
factory installed with the IBM server(model number Len. 86481AS). We are
facing very strange problem with our application when it runs on this server
machine. Our application actually hosts a TCP based socket (using
directplay) and a multicast session. There are client applications which are
running on xp professional machines which connect to our server application.
The client applications receive both TCP as well as multicast data streamed
by the server. The multicast data received by client without any delay but
the tcp data sent by the server has a large delay before it reaches the
client application. Please note that the size of both multicast and tcp data
together is not much ( few hundred Kpbs only). If the same server applcation
is run on xp machine, there is no delay and everything is fine.

We have tried everything possible with our application but nothing has
worked... It surely seems to be some tcp setting of the server 2003 OS.
Please advise what can be done to resolve this problem.
