laptop freeze on restart

This may not be the group, but

we have a Dell desktop and a linksys router upstairs, and a WinBook
laptop downstairs. Both XP Home.

About since getting SP2, if we restart the laptop it
freezes...blinking "-" top left. Unplug, turn over, remove/replace
battery...then starts fine.

Shut Down and Turn On (vs Restart) works fine.

Ideas?

Undo SP2 or see if there are new drivers. SP2 fried many people's
capabilities.

Drivers for what?

Annoying. The Dell desktop, also with SP2, is fine. So I don't want to
undo SP2. Much I've read says it's improvement.
