In a workgroup situation all machines must have identical user accounts
created on them and have identical passwords. When you connect to another
machine in a workgroup, the machine you connect to doesn't care squat about
who you are on your machine, it only cares about the accounts on itself.
But if you have matching accounts on both machines then they are in
"agreement" and it works transparently.
