That's going to depend on the particular hardware you have,
and where you installed its software.

That can be got rid of by deleting networking or via TweakUI
(with different ramifications).

In what sense does it "not accept" it? It's just a device attached
to a serial port. If you want to network with it, you may need to
install DUN (Dial Up Networking).
