lan connection defaults to dhcp

I have disable the dhcp client in services. I try to configure an ip address
for a LAN connection. However, it requires a reboot when I change to a
static ip address and then it defaults back to dhcp. How do I stop the LAN
connection from defaulting to dhcp?

What operating system do you use? Fully patched?

Windows 2003 sp2 fully patched
