kernel limit on # of MAC addresses on firewall? --Neighbour Table Overflow

Does the routing code in the kernels which come with RedHat 9 have an explicit or practical limit
on the number of MAC addresses?

I have a shorewall/RedHat 9 firewall serving about 1200 internal MAC addresses, and it displays
plenty of "Neighbour Table Overflow" messages on the console during any type of packet storm or
heavy load. One of its internal ethernet interfaces appears to stop processing packets when that
happens as evidenced by an inability to ping it [and no traffic passing].
