How to keep a port open--Windows Server 2003 SP2

My Windows firewall is not on but most ports are closed. How can I keep a
port open on a standalone server 2003 with sp2 applied?

On your server, the port is not going to be "closed" if there's something
listening on it. I think you may want to repost with a lot more detail as
to your setup & the problem you're having.
